1. 고위험 성범죄자 주거지 제한 ‘한국형 제시카법’ 추진

교육 시설 500m 내에 성범죄자의 주거를 제한하는 '한국형 제시카법' 도입이 추진 중입니다. 법이 시행되면 대구 도심에 거주하는 성범죄자의 외곽지역 이동이 불가피해 보입니다. 법무부는 지난달 26일 일명 '제시카법'이 담긴 '2023년 5대 핵심 추진과제'를 윤석열 대통령에게 보고했습니다. 오는 5월 제출 예정인 전자장치부착법 개정안 일명 '제시카법'은 미성년자 교육 시설 500m 이내에 재범 우려가 큰 성범죄자가 거주하지 못하도록 제한하는 것이 골자입니다. 대구 도심 학부모들은 대체로 입법 취지에 공감하는 분위기입니다. 하지만 일각에서는 거주 이전의 자유가 침해될 수 있다는 지적과 함께 교육시설의 밀도가 낮은 외곽 지역의 주민들이 피해를 볼 것이라는 우려도 나옵니다.

1. Promote a "Korean version of Jessica's Law" to restrict high-risk sex offender housing

2. 지역사랑상품권 구매 한도 월 70만원으로 축소

정부가 지역사랑상품권 1인당 구매 한도는 월 70만 원 이하, 보유 한도는 최대 150만 원 이하로 축소합니다. 가맹점 등록은 연 매출액 30억 이하인 경우에만 허용하기로 했습니다. 행정안전부는 22일 "소상공인 지원과 지역경제 활성화 효과를 높이기 위해 소상공인 중심의 사용처 개선방안을 중심으로 한 2023년 지역사랑상품권 지침 개정안을 수립해 22일 지방자치단체에 통보했다"고 밝혔습니다. 하나로마트, 대형 식자재·농수산물도매점 등 대형마트나 대형병원과 같은 소상공인으로 보기 어려운 곳에서도 상품권이 사용되는 것은 문제라는 지적에 따른 조치입니다.

4. 중·남·수성구 미분양관리지역 재지정...동구·달서구 제외

대구 중구·남구·수성구와 경북 경주·포항이 주택도시보증공사 미분양관리지역에 재지정됐습니다. 동구와 달서구는 관리지역에서 빠지게 됐습니다. 주택도시보증공사는 이달 기준 대구 중구·남구·수성구를 비롯해, 경북 포항·경주시, 울산 울주군, 충북 음성군, 충남 아산시·홍성군, 전남 광양시 등 10개 지역을 제73차 미분양관리지역으로 선정한다고 지난 21일 공고했습니다. 이번에 충북 음성군과 충남 홍성군 2곳이 새로 추가되고, 기존에 관리지역이었던 대구 동구·달서구를 비롯해 경기 안성·양주시, 부산 사하구, 강원 평창군, 제주시 등 7곳이 빠지면서 종전 15개 지역에서 10개 지역으로 줄어들었습니다.

5. 대구 편입 군위 농·어촌버스 운행체계 변화 불가피

대구시에 편입되는 군위군 8개 읍·면의 농·어촌 버스 운행 체계도 큰 변화가 불가피할 전망입니다. 편입 이후 대중교통 분야의 가장 큰 문제는 농·어촌 버스 운행 유지 여부입니다. 관계 법령엔 광역시 산하 군에선 농·어촌 버스 운행을 할 수 없도록 규정하고 있습니다. 대구시와 군위군은 시행령 개정을 추진하는 한편, 여의치 않을 경우엔 농·어촌 버스의 '마을버스' '시내버스' 전환도 검토 중입니다. 한편 군위군에는 군위교통이 버스 10대로 52개 농·어촌 버스노선을 운행하고 있습니다. 성인 기준 1천원인 요금은 대구 편입 이후엔 1천250원으로 대구와 동일하게 조정됩니다. 군위군은 또 대구시와 협의해 편입 시점 이전까지 교통카드·환승체계 도입을 위해 버스 단말기 설치 등을 완료할 계획입니다.

6. 홍준표 "이재명 사건에 나를 끌어들이지 마라" 경고

홍준표 대구시장이 ‘홍준표 시장의 경남도지사 시절 경남FC 후원금 모집 과정도 수사·기소해야 한다’는 민주당 김성주 의원의 발언에 대해 22일 "자중하라. 더는 끌어들이지 말라"고 경고했습니다. 홍 시장은 소셜미디어를 통해 "성남FC 사건은 문재인 정권때 시작한 사건 아니냐"면서 "계속 엉뚱한 짓 하면 사법적 대응을 할 수밖에 없다"고 일침을 놓았습니다. 홍 시장은 또 "내가 우리 당 당무에는 당고문 자격으로 적극적으로 의견을 밝히지만, 이재명 사건을 비판 안 하는 이유는 여소야대 국면에서 야당 도움도 받아야 하는 대구시장이기 때문"이라고 말했습니다.
